Harbor Covenant Church is
congregational in polity, meaning that the highest authority under
the Lord is vested in the official membership, which selects
leadership and makes major decisions for the congregation.
The lay leader of the
congregation is the Church Chair, and administration of the church
is carried out by an elected Church Council. This body is comprised
of church elders, deacons of the various commissions for ministry,
pastoral staff, and officers selected by the council.
The elected Board of
Elders is headed by the Senior Pastor, and is entrusted with
pastoral care of the congregation and planning for its well-being
and future development. Elders do not make church policy.
Deacons, together with
their appointed commission members, administer the various ongoing
programs and activities of the church family.
Appointed special
committees or task forces function for a limited period of time.
